Petitions are just one of many tools that may be used in democracies to express citizens' opinions on an issue. Legal and non-violent demonstrations/rallies, writing or meeting with your MP, making comments to the media, lobbying, voting are but some of the democratic tools available. Utilization of these tools not only fall within the rights of citizens, but their use in expressing opinion is an ethical obligation for the electorate.

Democracies represent their citizens' wishes and priorities. However, democracies must be held accountable by the people that they are suppose to represent. This requires each individual citizen's involvement, their input into all political levels of a democracy. Failure by citizens to keep a tight reign on their political representatives often translates into losing some or all of those very principles that form a democratic state. Just ask a 'soldier'! Your Canadian Forces (CF) service members have been deployed and operating in foreign lands where the people have failed to keep their political apparatus in check. Your service members have seen it all.

The members of the CF loyally serve Canada's citizens through the elected, representative Canadian government of the day. Soldiers, sailors, airmen, and airwoman know that there are increased mortal risks when they voluntarily join the CF,  to serve duty to their fellow citizens. That loyalty, however, works both ways. 

If CF members are injured or wounded due to service, it is expected that those same citizens, through their elected government, will take care of them in the best possible manner.

This is what the petition is about. In this small way you can make your voice heard, and reinforce those democratic principles that all Canadians hold close, and support your troops and veterans. 

This is but one step in many more actions to come. This petition action does not stop at this point, rather it is just the start point to further advocacy to rectify the disability compensation payment to our injured and wounded soldiers. As compared to our closest allies, USA, UK and Australia, Canadian veteran compensation is far behind our allies and their applied inherent responsibilities to their veterans. No one system is perfect, and no one allied veteran package can fit the bill for other countries. Canada needs a made-in-Canada solution to justifiably and adequately compensate and look after its disabled veterans. 

The New Veteran Charter (NVC) was suppose to be a base document that would evolve over time as circumstances changed or additional needs were identified. Although there have been studies, committees, appeals from all corners to alter the NVC to reflect more appropriate and fair handling of disabled veterans, this has not come about. Not a single word of the NVC has been changed, even though all federal political parties oin signing the bill into legislation, had agreed that the charter would evolve.

CANADIANS AGAINST DISABILITY LUMP SUM PAYMENT FOR INJURED CANADIAN FORCES PERSONNEL!

This petition is open to ALL Canadian citizens in support of serving CF Members, veterans and their families.

The Parliament of Canada,


This petition is organized to respectfully request the Prime Minister of Canada and the Minister of Veterans Affairs to terminate the Veterans disability and death lump sum payment. We request a return to monthly lifelong disability payments as under the Pension Act. Such monthly pensions also be reinstated forthwith to all injured CF members, veterans and surviving family now under the jurisdiction of the New Veteran Charter (NVC), effective 01 April 2006.

This petition is in reference to June 2010 40th Parliament, 3rd session report of the Standing Committee on Veterans Affairs titled: “A Timely Tune-up for the Living New Veterans Charter”. For seriously disabled veterans, Parliament noted the NVC including the lump sum "is a distinct step backwards".

The purpose of this Disability Award and the Pension Act monthly payments (which the award replaced), is to provide compensation for pain and suffering resulting from wounds, injuries, diseases or death that are service-related or aggravated by service. It may be paid to a military member who is still active, to a Veteran or to surviving family. It is calculated on the basis of degree of disability from 0% to 100%, multiplied by the maximum amount established for the award which in 2010 is $276,079.70 and for the monthly pension is $2397.83

All independent witnesses who testified before Parliament, including the Veterans Ombudsman, unanimously called for an end to the lump sum in its current form.

As all federal political parties have recognized that the New Veterans Charter is an evolving document, this is but one of the first steps to correct the unjustifiable shortcomings of this most important legislation. Canada must ‘remember’ with more than words and honour military sacrifice more often than once a year or with a one-time lump sum.

You are requested to sign this petition in support of disabled veterans and their families ensuring that they are provided lifelong compensation reflecting their invaluable and lifelong sacrifice to Canada.

LES CANADIENS OPPOSES AU MONTANT FORFAITAIRE DE L'INDEMNITE D'INVALIDITE VERSE AU PERSONNEL BLESSE DES FORCES CANADIENNES!

Cette pétition est ouverte à tous les citoyens canadiens en soutien aux membres des FC, aux anciens combattants et à leurs familles.

Cette pétition est organisée pour demander respectueusement au premier ministre du Canada et au ministre des anciens combattants de mettre fin au versement du montant forfétaire de l'indemnité d'invalidité et de décès. Nous demandons de rétablir la pension mensuelle à vie aux militaires blessés comme mode d’indemnisation en vertu de la Loi sur les pensions. Que de telles pensions mensuelles soient également rétablie sur-le-champ à tous les membres des FC blessés, aux anciens combattants et aux familles survivantes maintenant sous la juridiction de la nouvelle charte des anciens combattants (NCAC), en vigueur le 1er avril 2006.

Cette pétition fait référence au rapport de la 40e législature, 3e session, de juin 2010 du Comité permanent des anciens combattants intitulée "La nouvelle charte vivante des anciens combattants à l'heure de la mise au point". Pour les vétérans souffrant d’incapacités sévères, le Parlement a observé que la NCAC incluant le montant forfétaire "est un pas en arrière indéniable ".

L'objectif de l'indemnité d'invalidité et des versements mensuels en vertu de la Loi sur les pensions (que l'indemnité a remplacés) est de compenser la douleur et la souffrance dues à une blessure, à un traumatisme, à une maladie ou à une mort liée au service ou aggravée par le service. Ils peuvent être versés au militaire qui demeure actif autant qu'au vétéran ou à la famille survivante. Ils sont calculés en fonction du degré d'invalidité entre 0% et 100%, multiplié par le montant maximal établi à 276 079,70$ pour l'indemnité en 2010 et à $2397,83 pour la pension mensuelle.

Tous les témoins indépendants qui sont venus offrir leurs témoignages, incluant l'ombudsman des vétérans, ont demandé à l'unanimité de mettre fin au montant forfétaire sous sa forme actuelle.

Comme tous les partis politiques ont reconnu que la nouvelle Charte des anciens combattants est un document en évolution, ceci n'est qu'une des premières étapes pour corriger les points faibles injustifiables de cette très importante législation. Le Canada doit 'se souvenir ' avec plus que des mots et honorer les sacrifices militaires plus souvent qu'une fois par année ou avec un montant forfétaire unique.

On vous demande de signer cette pétition en soutien aux vétérans atteints d'une invalidité et à leurs familles vous assurant ainsi qu'on leur accorde une compensation à vie réflétant leur sacrifice à vie inestimable pour le Canada.
