Good Morning

I continue to hear of far too many stories regarding VAC denials of credible applications for disability awards and denials from the VRAB, who are now sending people back to the Federal Court of Canada, to have things dummied down enough for the board members to understand (File of: Steve & Rosanne Dornan). The continued actions by VAC adjudicators and VRAB members (political appointees I remind you) in rejecting credible medical evidence and not giving Veterans/CF Members the "benefit of the doubt" is one of the single biggest "systemic failures" with-in this bureaucratic strong hold. The Minister can announce all the financial resources for, and the wonderful intentions he has for VAC, however, if this single issue is not addressed, and dealt with, the status quo remains. In essence, we have bureaucrats practicing medicine.

Upon application for a disability award, or in appearing before the VRAB, it might be useful to remind VAC/VRAB about the Woods Committee and the purpose of the "benefit of the doubt" clause which is in the Pension Act and in the Canadian Forces Members and Veterans Re-establishment and Compensation Act (The New Veterans Charter)

I continue to meet and speak with many wonderful frontline VAC staff. Neither this note nor my actions as an advocate are to paint the entire VAC department, or all employees, with the same negative brush. The Minister needs to wag the bureaucrats, not the other way around.
