Good afternoon All – Sent Bcc as there are many many addresses – Please share if possible.

On Thursday, January 12th, 2012, I, along with the President of the Canadian Peacekeeping Veterans Association and the President of the Gulf War Veterans Association had a meeting in Charlottetown with the Chair of the Veterans Review and Appeal Board (VRAB) Mr. John Larlee Q.C. Also at this meeting was the Director General VRAB Dale Sharkey and Danielle Gauthier, Head of Communications VRAB.

We spoke of many things and one of our requests was to secure a copy of the document that is used to evaluate a Board Members performance. This document is attached and is called: Veterans Review and Appeal Board – Member’s Professional Performance Assessment.
This document is very important to the Board Member.

I trust you appreciate all Board Members are, to the best of my knowledge at this time under a contract that is term / time limited. That is it could be anywhere from two years to ten years. Prior to the conclusion of their contract this document will be utilized, among other things, to ascertain if their contract will be renewed or not. That is to say, if I may, Do I have a job when my contract time has expired, will I be given a new contract?

I say again, this is not the only criteria for re-appointment , but it certainly is a very important part of the process.

I have never worked under a term / time contract so I cannot put a personal spin on a thing of this nature. I respectfully suggest that it is a natural worry if one is going to be re-appointed or not.

This is one of the reasons, I respectfully suggest, that a Board Member should be appointed on a PERMANENT BASIS. They certainly have enough on their plate being involved in a very important decision making process and worrying about re-appointment should not be there.

Another thing that bothers me and stands out is Section 2 – Preparation for the hearing – In part – “When reviewing the files, Members are expected to assess whether the documentation on the file is complete”.


As you may know, when VAC access your file, the file, to the best of my knowledge at this time is “complete”. That is, it has everything in the file pertaining to your life in the Forces. Does the Board Member have access to your complete file or only the part referring to your claim? For example if you are seeking benefits regarding a back injury, does the file have your course reports and other personal matter in it. That is the remarks of your course manager – good or bad remarks? If the Board Member reads your complete file can they remove from their memory what they have read that does not pertain to the claim. Can it effect the outcome of your hearing? I don’t know, maybe I am reaching too far !!
In conclusion I submit the meeting was excellent. VRAB treated us very well and our conversation was spirited. Remember, these are only my remarks and I could be out to lunch.

There was a lot more to the meeting, but we can only type so much before it becomes redundant and boring
