Jack Stagg's parents were both veterans. He would lead the charge to deny to modern veterans the very benefits his parents enjoyed with the development of the NVC. He thrived in an environment which eventually allowed him to acquire a PhD in history at Cambridge (UK). Minister Pagtakhan's speech to SCONDVA:
""He brings to the Portfolio a wealth of experience with almost 30 years in the Federal Public Service, including the Department of Indian Affairs and Northern Development, Fisheries and Oceans and, most recently, Deputy Minister of Indian Residential Schools Resolution Canada. Both of Jack's parents are Veterans.""
He left Fisheries and Oceans and the Indian Residential Schools Resolution program just before or around the time relevant scandals became public in both those departments. He also negotiated the creation of Nunavut with it's questionable financial compensation packages.
